Private road junction with main public road

Hi,
Live On a private road, the kind where we own the road that is in front of our property, and if it gets damaged we can ask all who use it to chip in for repairs. 3 property’s on the road.
Where this road joins the main public road, is this still classed as a junction.
We have people that park on the public highway, very close to the opening of the junction, literally as close as you can get to it, making it difficult to pull out, and anything larger than a car becomes a challenge to get into the road, it’s normally the same cars, If this was a just a normal drive I understand it’s fine to park that way.
Spoke to highways who just said call the police, no further interest from them, spoke to local police, initially they sided with me and would send someone round to talk to people who owned offending cars,, then when a Psco came out he said highways rule in regards to parking 10m to a junction is not the law , not enforceable and told me to be careful and onus is on me when pulling out to ensure it’s safe to do so.. even though I can’t see.
Does the highways rule still apply with the junction being a private road, and if so any idea what to do next...?

I understand there can be an offence of obstruction, however the aplication of this varysFrom the Plain Language Commission:

I'm not sure if anything can be done for inconsiderate parking on a private road but could you put a mirror at the junction to show the traffic on the main road? We have many large mirrors on roads where the view of the road is impeded.0

inconsuderate parking is on PUBLIC road , hence asking police0

You could ask your MP to contact the councilYou never know how far you can go until you go too far.0
