Possibly more:Every flat is going to be leasehold.
The freeholder owns the actual building and land.
The leaseholders own each individual flat.
Some of them will let their flat out.
Yours may actually be owned by the HA who let it to you, or it may be owned by somebody who lets it to the HA who let it to you. The HA may or may not be freeholder of the building.
So there's three entities involved for each flat...
Freeholder -> Leaseholder -> Occupier.
.....
Freeholder -> Leaseholder -> Tenant -> sub-tenant/Occupier.
Either way, your landlord is your HA. And they're the only person who you can really talk to.
Have you seen the lease? Does it mention flooring? Permit/prohibit laminated flooring, or require carpets? If so ask your landlord to ensure the upstairs leaseholder complies. If not, you can only request, but the upstairs leaseholder need not comply.0 -
I might check on that GM because the last conversation I had with a member of the enforcement team mentioned the lease and the carpet requirement but I had to request the landlord myself apparently which I did throughout the year. He’s obviously not complied. How would I get a copy of the lease? The Enforcement guy also mentioned the shared roof in the building so Adrian you are right I think the HA owns the building. However it might be worth checking out just for information purposes.0

The Land Registry might have a copy of the lease. If they do, it costs £7 to get a hard copy by post here (form OC2).
Start here to get the LR Title number. You'll need the 'Leasehold Title' (£3 online), and that should tell you if they have the lease itself - look for 'Copy on file').1 -
