Fibreglass & EPDM (rubber) should only be laid on new dry boards. (preferably OSB3 T&G). These boards could be fitted over the existing decking (overboarding) if it's in good condition and can be allowed to dry from the underside. The problem is going to be where your garage roof meets your neighbours', any leaks and your neighbour will blame you. If his roof is relatively new I would be tempted to use the same material and ovelap.
i've just had a flat roof fibreglassed. The installer removed the old covering (felt) and overboarded with OSB3. The guy charged £100 per M2 for the fibreglass & boarding, with additional costs for the guttering, fascia, skip hire etc.
