DCB legal court threat for PCN sent to wrong address

Hi
A month ago I recieved a court letter from DCBL regarding a PCN from last year.
I'd challenged the PCN but the rejection was sent to my old address, so I never recieved it. I was literally in the process of moving house when I recieved the PCN and the DVLA change of address took ages.
I offered to pay the PCN but DCBL are taking me to court.
My questions are:
1) is this a CCJ and will my credit rating be effected?
2) should I go to court?
