Buildings insurance and pipe leak

Hi hoping for some guidance please.
I have combined Buildings and Contents insurance with Hastings Direct. Affinity water have told me that I have a small leak between the water meter and the house (ie not inside my house). I have tried looking at my insurance documents but I don't really understand the terms. I am right in assuming that I am probably not covered for this?
If I phone the insurer to enquire about the possibility of it being covered will this count as a loss even if I don't claim?
It has put rather a dark cloud over my Christmas so having some clarity of what I do next would really help.

if it is inside your boundary, you are responsible, please copy and paste exact policy wording to see if it covered.
Perhaps a reason why some water companies peg pipe insurance FOR out of the house"It is prudent when shopping for something important, not to limit yourself to Pound land/Estate Agents"
