Are there signs setting out the conditions of using the car park? If not, I don't see how they can enforce a penalty?

I was never allocated with any parking and no I'm not disabled. There is a shortage of parking spaces hence my parking in the bay. Otherwise, I wouldn't have any parking and this bay would remain empty.

As a disabled driver with a blue badge due to mobility problems - I get fed up with not being able to park in specific disabled spaces due to unthinking / lazy non-disabled drivers - many who simply park where they like for convenience......

So I hope that you have learned from this experience and pay up !

What penalty? It's a private car park, so the OP has received an invoice ... nothing more.

It would seem your best option is to ask your factor why you have not been allocated a parking spot.

OK, but the question about signs remains valid.

The factor would not have done this unless owners requested that spaces be numbered and disabled bay(s).

    What's a factor?
Any way if these disabled bays are provided for the use of residents only and there are multiple spaces without uptake would it not make sense to pay this fine and then request some of them are returned to normal parking spots so you can use them. Alternatively park in the spot and get a tarp or car cover so they can't ticket you.

Oh, absolutely ... in the vast majority of cases the signs by such companies are a joke.

A Scottish term for a managing agent.

There's legislation that defines how many disabled parking bays must be provided (as a percentage of total available bays).

Not as daft as some may think it sounds. ;) Agents for a private parking company cannot (legally) interfere with a parked vehicle other than to affix a pouch (with a PCN) to the windscreen. If they can't get to the windscreen then they can't affix a pouch to it. Of more importance is to ensure that they cannot see the vehicle registration without interfering with the vehicle - that means they can't even generate the PCN because they can't identify the vehicle. :)

For new builds maybe. But this has been applied retrospectively. Also disabled spots should be relative to need surely.
