CCTV System

Has anyone got any recommendations for a good CCTV system? Someone I know recently purchased a system with cameras which had 1,000 TVL which was supposed to be able to view number plates in the dark but it doesn't, even at 3 metres / 10 feet.
Does anyone have any experience of CCTV systems which they would recommend and you can actually see / read number plates in the dark which are approximately 20 metres / 66 feet away?

Some light has to bounce off the object and hit the camera for them to be able to work. If it is just number plates, a strong IR source with a good lense may work
the best I currently know of is cameras that use imx226 starvis sensor @12mp, and 4k vid.
One camera usually does not do all, and you wont get wide vision with super clarity and depth. either wide and general, or narrow and deep, hence multiple cameras

If you want brands than Hikvision Colorvu or Dahua Starlight
If generics then anything Sony IMX290/323 image sensor will be very good quality.0 -

Thank you for your detailed response, much appreciated. I hope it doesn't take me as long to read all the information as it has to acknowledge your response.
