    Have a look at the Jopson vs Homeguard case where the judge defined stopping as opposed to parking.

    Complain to the DVLA that the scammers breached their KADOE agreement by obtaining keeper details for a non-parking event. In addition this is a DPA/GDPR breach.

    You should also complain to your MP about this unregulated scam.

    I complained in the first instance to the owners of the retail park. They have replied saying they "[FONT=&quot]uphold the PCN charge[/FONT]", stating that the "[FONT=&quot]red route [/FONT][FONT=&quot]is a fire lane and is for emergency/exempt vehicles only" (this is !!!!!!!!; it's the only access lane to some of their signed parking spaces) and "by law it needs to be kept clear at all times" (at no time did the vehicle obstruct it as it is wide enough for vehicles to pass each other).

    They have ignored my point that there is no evidence that the vehicle was *parked*.

    They also say I "incorrectly" entered the lane. I think that is a reference to it supposedly being one-way, although that is not clearly signed in the direction from which I entered it - just lettering on the ground, which says "no parking - exit only", which of course reads like "exit the car park only"

    They have provided two additional photographs - still without time stamps - one of which shows a passenger disembarking from the stationary vehicle.

    To answer The Deep's earlier question, the vehicle was stopped for only a matter of seconds, while two passengers (one of whom walks with difficulty, due to a "long-term debilitating condition") disembarked. At no time did the driver leave the vehicle, nor was the engine turned off.

    I'm preparing an email copy of the "standard reply" from the newbie page, including mention of the passenger with the debilitating condition - any further tips before I send it?

    If you appealed to Park Watch and if they rejected it , they should have issued a popla code

    So do you have a popla code ?

    Nearly all forums have swear word censors as standard , a list of banned words

    No, I made an "I'm a customer" complaint to the site owners/ agents.

    I am now drafting an "appeal" to Park Watch.

    There is no problem with making additions as long as the main template is not otherwise altered, and the driver is not identified.

    It is very unusual for any of this to make a difference at the initial [STRIKE]rejection[/STRIKE] appeal stage and in most cases it is a waste of time.

    I got an automated reply, saying, among other things, "you must include your parking charge notice reference number and vehicle registration mark in order for us to process your appeal."

    I included the former, but did not include the latter; is this their attempt to wriggle out of dealing with the appeal? Should I resend, with the VRM?

    Their email also says "Please note; POPLA verification codes are live for 28 days only.", but does nor mention POPLA in any other context, nor provide such a code.
