Flat Roof Replacement

Hi,we have a flat roof of about 30 sq meters on a sun room that needs replacing. We've been quoted £4,000 + VAT to replace the roof, which includes insulating it, cross battening and some ventilation work. It also includes removal and replacement of a row of tiles on the pitched roof that closely overhangs the flat roof and a scaffold.Sussex area.
Normally I'd just go out and get 3+ quotes for the work, however the problems have come to light whilst we're having work done to the pitched part of the roof. The quote is from the current roofer. I've asked another roofer to take a look at the flat roof and give me a second opinion, however he didn't want to step on another roofer's toes which is fair enough. I've no reason to doubt the roofer (nice bloke, seems competent) we're using, but not being able to verify the cost of the work is causing me some stress.

Is this "sun room" a habitable space ?
If so, replacing the roof should comply with building regs and be signed off.Her courage will change the world.
