pedestrians don’t have a mandatory insurance you can claim from (unlike motorists)
im not saying it’s right but insurers will be reluctant for a low amount and it will be in the policy that they don’t have to pursue cases unless there is a reasonable chance of success. My guess is that they will go so far e.g. they might write letters but draw the line at going to court.
the police cannot be considered witnesses as they don’t have the resources to deal with civil cases. I don’t know where freedom of information act would help but they’d have to be forced to get any information.
lets hope she coughs up but most people change their mind once they see the £1000 bill and when they see the ambulance chasing adverts on tv0 -

I am glad you are so confident

its the costs and difficulty of pursuing her. All legal insurance policies have a get out clause.
how do we know whether she can pay or not?
maybe she doesn’t have £1000
being liable is totally different to someone paying,
a vagrant might be liable but you won’t get any money0 -
