DCBL Notice of Debt Recovery 2014

Help needed I’ve just received a notice of debt recovery with a contravention date of 19.07.2014 location left blank from DCBL. The overdue amount was due to Highway Parking Limited there is literally no other information on the letter except reference numbers to pay up. The vehicle in question was in my name but I got it for my now ex partner. We’ve been separated for 6 years. When we split up he ran up hundreds of parking tickets namely council ones and I HAD to pay them. Not long after the vehicle was impounded by the police and it would have cost me more to pay to get it back so I told them to crush it. I wanted nothing more to do with it. I contacted the DVLA and made them aware and they removed my info. I’ve just done a vehicle reg check and it looks like the vehicle is still in use presumably the police sold it who knows but it’s taxed and insured!!
Obviously come July 2020 the debt is 6 years old but why wait 5 years to send a debt collector letter.
The main thing is they can’t even provide me with the location the ticket was issued and I’ve had no other correspondence from the highway parking ltd.
Any advice would be appreciated

Post 4 of the NEWBIES tells you why it is safe to ignore debt collectors.
Please double check the name of the parking company.
You could provide the parking scammers with the name and address for the driver if you know it, but if they deny being the driver you will be back to square one.I married my cousin. [/FONT] [FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Also had a two letters from these people today referring to two consecutive unpaid PCNs by high view from two days in 2016, ignored via the advice given on many forums. Reg plate is there but location is ‘null’. A lot of people say to ignore at this stage but also read of people receiving CCJs afterwards which I definitely don’t want the hassle of. Is there an simple way to get rid of this other than paying? Will complain to MP but worries at this time of year that it may take longer than 14 days to acknowledge by which time they have threatened they may take further action.
Any help would be appreciated as both OP and myself have received these today and they appear to be active with what they’re doing0 -

The advice to ignore a PCN has not been given here since the law changed in 2012, but ignoring debt crawlers is perfectly safe.

Yes sorry Highview Parking NOT Highway (autocorrect) I’ll read the newbie post. Hand on heart I’ve had nothing else except this letter and said I’d paid all my ex’s parking fines and if I’d have been reminded of any outstanding I’d have paid it but because it’s from 5 years ago who’s saying I’ve not already paid I have no way to find out0

IGNORE it , ignore any further debt collection letters
come back if you receive a formal LoC or a court claim before next august0 -
same here. goes back to 2014.
there's another post by 'crv1973' and some others too.
keep an eye on each others posts and if necessary we can help each other out if court letters come, as we'll need very similar responses etc.0
