According to the new building regs they brought in to tackle "normal everyday noise"in 2003. New build hotels. Have to meet the regs for impact and airborne noise. Yet every new hotel, I have stayed in there is zero sound proofing !.

I stay in a lot of new hotels (more than my fair share) and don't have this issue. perhaps you can find some solutions to propose to them here:

And how do you know they have zero sound proofing rather than a little?
Does the regulation you refer to cover hotels or just domestic buildings/schools/flats?
Where were the hotels located?
Are you sure they are covered by the regulation you refer to?0
