I had this on my old Lanos. As I was too poor at the time to get it fixed (quoted £500+), I just bypassed the heater matrix by connecting the two pipes together. Winter wasn't fun mind.
Bodge it till the summer and then trade it in!0 -

I’m definitely not selling my car for a number of years all being well :-)
I do have some heat, I can just tell it’s not right, and one fan has no heat but others do. No issue with steam other than a slower dismist in the mornings than is ideal.
I will repair in 18 months-2 years or look into the very helpful suggestion by @angrycow0 -
Sounds like it's probably an electronic problem with the various heater distribution flaps. Have they tried reading fault codes?0

Feel around the carpet right under the dash, in the centre. Is it damp? If the heater matrix is leaking, that's the lowest point and the coolant will drip onto the carpet there. If you bridge the pipes, you have a winter to get through with no heater and steamed up windows. Or even iced-up inside, if you have no garage and it gets really cold. If you carry on without bridging the pipes, it will just get worse and you will loose more and more coolant. Topping up is OK but you may add too little of either water or anti freeze. Prolonging this will possibly cause more damage to the cooling system, somewhere in the path it takes.
My advice is to sell, cut your losses. Take what you can get, buy something cheaper, move on and save.I think this job really needs
a much bigger hammer.
