Calling abroad

When calling from a mobile in the UK, you get an unusual ringing tone and that is a clue that the mobile you are calling is out of the country.
However, when calling from my UK mobile outwith the country, but within the EU and roaming, I sometimes get the strange 'foreign' ringing out tone, why and what is that about? If I then dial again, I get the usual friendly dialing out tones.
TIA

Its most likely to do with how the call is being routed it may sometimes go back and forth and other times just locally.0
