Around a month later, I noticed the money had been taken again. So I write an email to Starling asking why this decision had been made. The explained that the bank had sent them the ATM records, which showed the Transaction being made. They had reviewed it, and would no longer be supporting my dispute. They sent me copies of the evidence in the post.
In this case, someone must have stolen the money. ATMs are designed to keep accurate logs, if there were €60 extra in it that would be logged. So, someone stole the money before the machine swallowed it back.
There's nothing either your bank or the ATM provider can do for you. They have done their jobs perfectly well and dispensed money for you after you authorised them to do so. The problem is that after that the money was stolen. It's little different to if it had been stolen out of your wallet or purse.
The only thing you could do is report it to the local police, and then try and claim it back off travel insurance. Although it's most likely it's too late for that, and it would likely not cover the excess, and the insurer might not cover it due to negligence. So, yep, time to move on.0 -

The OP has CLEARLY taken responsibility for the loss. The OP is CLEARLY not blaming either Starling or the ATM owner. They are OBVIOUSLY just trying to find out whether the money was taken by someone or swallowed by the ATM and are OBVIOUSLY frustrated that they aren't getting answers with enough clarity. The only logical explanation I can therefore come up with is the gang of know-it-alls appearing here are aware of that, but seem to take pleasure out of trying to belittle someone. How pleasant.
As someone who knows a lot about consumer finance, it's obvious to me that the bank would be aware of the possibility of the ATM taking bank the money and so almost certainly would have checked that when this request was made - whether it was specifically described to them or not. It's not obvious to the OP however, who yes, also has unrealistic expectations on the level of communication from the German bank, so just tell them that (like a few helpful people have!)...0 -

If the money was taken back in then we would NOT have this thread as OP would still have his refund.
Clearly a 3rd party has taken the funds.
Which OP will have been told by Starling when he contacted them as to why they had been redebited. As it is the only way that the ATM owner can reject it.
Even if you contacted UK bank. They would not tell you what has happened at one of their ATMs.
That is for your bank to request the information and pass it back to you. If they say funds are taken, that is all you will get. They have no further information to pass on.
OP is lucky. I have had to tell people that they have lost £500 after forgetting to take cash....Life in the slow lane0 -

But to address it anyway, as I very clearly said - none of that matters. The OP didn't know any of that and, even if you're insisting it's impossible for a representative at Starling to be unclear, that is NOT the message they took away from the interactions. Instead of simply informing them, the majority of people have decided that they'd instead love to abuse them. You may think that's fine - I don't.

Well as bank staff you have to believe your customer. Until you get proof otherwise.

If that was not helpful to the OP, then there is no hope for anyone.
To put it in simple terms.
You forget to take cash from a ATM. The only people who know what happened are the ATM owner.
Details of what happened are requested by your bank from ATM owner.
Reply comes back. Cash taken back in, or ATM balances (cash was taken)
If cm has been credited in mean time, that is taken back. Customer rings to find why. Is told ATM owner advised ATM balanced. All in our team tell customer someone else must have taken it. As most obvious answer.
3 possible answers.
3rd party took it.
Customer lost, forgot had spent it or trying it on.
ATM owner not telling truth. But that is soon found out when audit checks are made on rejections.Life in the slow lane0 -

So sometimes you can be successful in reclaiming money that was swallowed by an ATM (at least in South Korea).
Ultimately, this experience of another forum user was the best case I was hoping for. But in my case it was not to be.
I also stand by point of an additional charge being made apparent AFTER the selection. It was something to do with taking the current exchange rate, something I wasn't familiar of, I selected 'No'. Nontheless, an ATM advertised as no-fee then mentioning one after the final user input, in a foreign country, did as I said throw me off a bit.
Those suggested I was trying on something fraudulent can swivel.0 -
By selecting 'No' you declined their Dynamic Currency Conversion (DCC), the scam-like way in which a bank or merchant tries to impose their own very adverse exchange rate.
You probably know this as you did the right thing in general, but then the fee was imposed to penalise you for escaping the DCC. However it should have still been possible to refuse the fee by cancelling the transaction and withdrawing your card.Evolution, not revolution0
