I have switched them from off to max. It doesn't make a difference except the bedroom is always off so turned that one and it warmed up somewhat0

What sort of boiler do you have and what is the current pressure?0

It's a Glowworm ultracom 12hxi
I have no idea how to check pressure. The screen shows a radiator and temp which is 35 degrees regardless of if I try to press it to go higher.0 -

Your system may not be pressurised however a boiler flow temp of 35 C is simply not hot enough for radiators, only used for underfloor heating.
If you are unable to increase the temp to say 70 C, then obviously you have a problem and bleeding the radiators or changing TRV settings will not help.
Read the user manual to check that you are following the correct procedure to increase the temp:

If you are you will need to call out a suitably qualified technician, not a plumber.0 -

Right, so some or all of the pins may be stuck in, restricting flow, especially if the pipe before the TRV is hot but not the rad.
Take the TRV body off (should be relatively easy), put a spot of 3 in 1 on the pin and it's worth giving the pin a slight tap with a hammer.
This has happened to me on more than one occasion.0
