Block paving driveway

Hi All, was looking for some quotes to convert my old (inherited with the house) gravel driveway into a tarmac one and today I have a visit from a company that told me I would get way cheaper with a block paving one, and started to tell me that for tarmac there's way more work involved in the base for it. From the research that I've done, I assumed asphalt/tarmac would be the cheaper option.
Anyway, long story short, I was given a quote for £3500 and if I'm willing to hang one of their adverts on my street fence (I live on a busy road) they will do it for £3000.
The ares is roughly 52sqm, in the North-West of the UK.
Does this quote seem fair? I'm really new to this, I don't want to have the feeling that I got tricked or similar.
Thank you!

Will you need planning permission as you are changing an area that drains water away to one that might not?0
