Solar trickle charger

I have a mobility scooter that "lives" in our garage - the battery pack is quite heavy and is currently carried in to the house for charging.....
Would it adversely affect the 12v batteries - to trickle charge them - constantly using a solar panel - such as https://amzn.to/2POB8eA
Does the charging circuit cut out when the batteries are fully charged ?

I would suggest your best option would be to run an extension cable from your house.
I would echo that suggestion, with the following caveats:
1. Bury the cable (if necessary), but at least run it through protective conduit
2. Plug the extension in the house into an RCD unit or similar0
