Switching Supplier Every 28 days

After someone has switched they can switch again after 28 days, does anyone know please whether this 28 day period includes 17 days it takes to switch or do they have to wait 28 days from time switch completed before they can start switch again. ( Asking for someone who has a Pre-payment meter)

As original post said, I am asking on behalf of someone with a PPM, after she applied to switch she wished she had chosen a different company didnt think about cancelling the switch.
Would be useful if anyone has answer to O/P please0 -
I don't know if it's any different for those with prepayment meters, but we have credit meters and applied to switch the day after going live on a previous switch application.
When we applied for the first switch, there was no competitive fixed deal available, so we applied for a low cost variable tariff with no exit fees.
Then, the day after that switch went active, a new fixed tariff with another supplier was launched that was also slightly cheaper. As we like the assurance of knowing the tariff is fixed, we applied to switch to that.
Of course, it took about 3 weeks from application for that second switch to go live, but apart from that there were no issues.
As an added bonus, we also became entitled to cashback for the latest switch. Still waiting for that to be paid, but they did warn it could take 3-6 months from going live to receive that.0
