Calor gas regulator

Hello, can anyone help us please, we have two calor gas bottles 47 kg. We used to just change them over when one was empty with a spanner, this was a bit difficult for the lady of the house so we had a regulator changeover put on, so all you need to do is tighten the empty one and open the full one.

Before we had this fitted, the calor gas container when the gas ran out was completely empty, now the regulator is saying the cylinder is empty when there is quite a bit of gas left in it, which at today's price is expensive.

Before we disconnect it and go back to the old way, does anybody know if this is the case or has it been put in incorrectly?
Any help or ideas from anyone who has one of these would be very much appreciated, thank you, oap
