Weird seller that bids on his items.. time and time again

So I've been watching this guy for a while as I've noticed the same items, allegedly sold, popping up again in searches every week. But there're dozens like it, if not hundreds.
So he starts low, then bids on his items to make sure they don't sell too cheap..? Then presumably messes about with cancelling them on ebay to get the fees back? (can't believe they let him get away with doing it all the time)
This seems like a ridiculously complicated (nevermind against the rules) way of doing business, right?
But there're dozens like it, if not hundreds.
