While I fully accept that there are some overbearing, dictatorial directors I do wonder whether this is the OP's take on the person concerned rather than any title they may have bestowed upon themselves
Again from experience you can't please all of the people all of the time. It could be that the gentleman concerned has had complaints from some residents about the blocking of the visitor spaces. They have then had to do something about it (completely incorrectly when threatening clamping). Other residents have a differing view and it escalates from there. Can be fun!
Not sure, as The Deep suggests, that the OP is totally clear how the "management of the estate" actually works. I am assuming a ManCo of the owners but it could be that it is a Residents Advisory Committee that liaise with an outside freeholder.
I completely understand if they have had any issues about the visitor's parking however, when I bought this property there was no 'visitor's parking'. This estate and residential parking and 2 disabled parking sports. The president decided to choose that some bays will be for visitors. I don't know why or where this came from. My big issue is, I paid a substantial amount for my property and I still pay a few hundred for the up keep of outside activities such as bins and the grass. Yet I can't even keep my car there because someone is visiting.0 -

On the one hand you say that you park in your allocated space and your issue is with the visitors spaces. Then you say you can't keep your car on the site if someone is visiting. Can you clarify that please as you don't seem to be having any trouble parking in your own space
It is quite usual for estates to have visitors parking - for obvious reasons. People have visitors. And other residents in your flats who pay/paid the same as you will want to have elderly visitors who can easily access their homes. As a best guess some of these people have been canvassing the president/committee for change
I think you need to find out how this decision has come about. And, again, how does the management of your estate actually work - you keep going on about the president but what is behind him. Do you - as a group - own the freehold of the flats? If so, there will likely be a management company with a board/committee made up of owners. You will have an equal share in this and can/should be involved
As CM said earlier call a meeting. See how others feel. You say you don't know how or why this has come about. Ask him - say you don't agree and ask what authority is he thinking of using to implement this. That might tease something out
From what I can see the "president" while waving a big stick is trying to persuade first. As Half-Way says thinking is different to doing. Having said that we as directors try hard to be proactive!0 -

Yes, I should make it bit clear. I live in a three bedroom house with two others and my sister also has a car so we swap our allocated parking spot but mainly she uses it. The building is a new block of flats and everyone owns their own flat. It composes of two and three bedroom flats. The president is responsible for issuing the newsletter (which we all pay £10 towards).
I know its common for estates to have a visitor's block however it appears ours is accommodating visitors and not people who live here. He has taken it upon himself (as my neighbour and I have not been asked) to allocate those bays to visitors -who btw can park outside the estate if they need to park their cars. As for the elderly who visit that is only for a minority including the president who will be visiting so again these rules seem to fit and accommodate him and his friends and not the others0 -
