Thomas Cook -flight delay compensation voucher

Hi all,
first time poster here.
A question about Thomas cook compensation/reimbursement. We were delayed on a holiday last year with Thomas Cook and successfully received compensation. we were offered cash £1000 or £1400 vouchers.
We decided to take the vouchers and used them towards booking a holiday in january which was ATOL protected.
The CAA have advised that they only pay out for actual loss so have only returned the money we paid and not the value or the voucher.
Is there anything we can do? either with the CAA, travel insurance, or direct with liquidators organising thomas cook.
