Try asking to speak to his supervisor. In my area when I have needed to speak to a particular officer, when he was unavailable, I was offered his supervisor instead so probably worth that as a starter.

They may be able to provide a better explanation of the it handling of the incident and If you are still unhappy ask for their complaints process.
