Euro car park (poundland, tewkesbury)

I have received in the post today a PCN from Euro Car parks for No Valid pay and display/permit was purchased.

It shows a picture of my reg on entry to the car park but the photo of the exit is just black. You cannot make out what the reg is at all. The exit photo was taken on 29/11/2019 at 14:47:40, so still daylight.
I have been stung before and religiously buy a ticket and always pay for more time than I need.
Do i have grounds to appeal as you cannot see the registration on exit?
I need to check the car also for the ticket to make sure I kept it.
Any advice on this will be great.

    Read the sticky thread for NEWBIES then send the appeal template in blue text you will find there, unaltered, from The Keeper.

    Do not reveal the driver's identity at any point. You should edit your post accordingly as you have provided enough information in your opening post for the PPC to identify the driver.
    Parking companies read this forum.

    If/when your initial appeal is rejected, make a second stage appeal to PoPLA as per post 3 of the NEWBIES.

    What happened when The Keeper complained to the landowner/retail manager?

  • We haven't complained to the landowner/retail manager yet. Didn't realise you could do this? Do they have the power to get the PCN cancelled?

    This is completely new to us so dont know any loop holes etc

    If you had a duff meal at a restaurant or were sold something that didn't work, you would complain.

    This is no different. Somebody employed the scammers, most likely the landowner or their agent, so that is where to start. If it was in a retail park, sometimes store mangers have the power to get a charge cancelled.

    Always, always complain. Where did the alleged event occur? Retail park, station, residential complex, hospital?

    We don't deal in loopholes. Follow the advice in the NEWBIES starting with sending the initial appeal template you will find there.

    Get pics of the site and signage as soon as possible ready for PoPLA.

    plan A is a stong complaint to get a cancellation to the people who employed the sc@mming parking company, in this case whoever employed ECP

    It's not a loophole to make the obvious complaint about the scammer, to the retailers/landowners.

    If a cleaner tried to fine you £100 for dropping your receipt, or a security guard on site tried to extort money from you for looking at him in a funny way, then you'd complain to the retailer/landowner, so why do people NOT automatically do this for fake PCN scams?

    It never ceases to amaze me that we have to tell people to complain about PPCs.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
