New Build House - Reservation Fee Refund

I unfortunately had to withdraw from a purchase of a new build house after paying £1000 reservation fee. The developer agreed to refund £500 to me within a few days, retaining £500 to cover their costs. The developer has not processed the refund, is not replying to emails and doesn't answer their office phone
What is the best way to proceed with obtaining the refund please? Should I send a letter before action via recorded delivery to their head office giving them a period in which to respond and state I will proceed to submit a money claim online if refund not received?
