It is not means tested (like UC), rather it is paid to compensate for additional costs that come with a long-term illness / disability - either physical, or mental, or both.
It can be paid regardless of employment status, i.e it is not an out of work benefit.
So PIP could be claimed whilst you receive SSP.

Also if I applied for uc and got sanctioned, what they sanction the whole lot, or as my wife works and not her fault it would be me that sanctioned so just 50%0

Evidence will be needed to support your claim and a face to face assessment is most likely because most people have them.

The PIP self test can be very misleading especially if you don't fully understand the descriptors and lots of people don't.0 -
My understanding is that the sanction is at a specified daily rate which reduces the amount of UC payable. For a couple the maximum reduction in your UC is £249/month if only one of you is sanctioned - which may mean the amount payable it is reduced to nil if your UC entitlement is less than this in the first place.

Am under the mental health team but life is getting harder... how do they assess you for PIP...
a) Look at the rethink mental link and the link poppy has supplied.
b) Consider if you need prompting to do PIP activities reliably.
c) Think about why work is difficult for you, and why life is getting harder for you in terms of the PIP activities and descriptors.
d) Talk to your mental health team about PIP and whether they would support an application.
e) Keep a daily diary around the PIP activities / descriptors (see links for more details).
f) See the Citizens Advice link for how to start the application process.
g) Try to get help from Citizens Advice / local advice agency / MIND (or your support worker) to complete the PIP2 form.
From the rethink PIP guide (Section 4):
"4. How will I be assessed for PIP?
A DWP decision maker will decide if you can get PIP and what rate you will get. They use the following information to decide.
• The answers you put on the ‘How your disability affects you form’
• Any evidence that your doctor, social worker, nurse or other professionals gave you
• A report written by an independent healthcare professional
The decision maker will think about how you can carry out each activity.
• Safely - Can you do the activity without causing danger to yourself or someone else?
• Well enough - For example, you may be able to make a meal, but you will not be able to eat it if it is undercooked.
• More than once - Can you repeat the activity as many times as you need to?
• In a reasonable time - Does it take you more than twice the amount of time to do the activity than it would take someone without a disability
What happens if my health fluctuates over time?
The DWP calls the activity statements ‘descriptors’. A DWP decision maker will decide if a descriptor applies to you on more than half of the days in one year. These days do not need to be in a row. It counts if you can’t do an activity for only part of the day.
If your health changes regularly, different descriptors could apply to you at different times. In this case the following rules apply.
• If more than 1 descriptor applies to you more than half the time, the activity with the highest points will count.
• You may find that more than 1 descriptor applies to you, but none apply more than half of the time. But if added together they affect you half the time, the one that applies most of the time will count."

If you have exhausted your 365 days contribution esa then fail at the MR stage and go to tribunal, does the esa payments start again whilst waiting for a court date.0
