I would say, just book with one that's licensed to sell alcohol! Not all hotels are. So whichever one you choose, check that.
Four Seasons I find are pretty good. We went to one of the bars on the roof at one of the ones in Dubai (very expensive for booze, but it is everywhere)0 -

Depends what you want really, there are many different areas to Dubai, I like the Marina and The Walk area, it's a nice area to stroll around in the evening, there's a nice mall within walking distance and it has good tram, taxi and metro connections. Bearing that in mind my choice would the the Ritz Carlton JBR, it's a good compromise between pool & beach and the city, the club floor is outstanding.Accept your past without regret, handle your present with confidence and face your future without fear0

Really enjoyed Grand Hyatt earlier this year. Fantastic hotel all round and staff were great. Nice to be able to chill in the club to get out of the heat.0

I've stayed here several times over the years, when it was part of the Rotana Group and also under the Roda Group. Quite old fashioned, but good service.
Executive Premium Room gives access to Executive Lounge. Benefits include evening canapes & free alcoholic drinks 18.00 - 20.00 IIRC. We sometimes found we didn't need/want to eat any more on some evenings:D

There's a British style pub in the grounds (can be rowdy at weekend brunch) and its a few minutes walk from Dubai Mall.0 -
I’ve stayed at the Jumeirah Beach Hilton a few times, it has a club lounge and private beach. Would definitely recommend.0

Stayed here last Jan, excellent hotel. We stayed half board in one of the executive rooms, so access to the lounge, Was worth it for the food and soft drink throughout the day let alone the alcohol for 2 hours at night. Considering a bottle of amstel and a wine we roughly £18 in the hotel bar. All the food we had was great at the hotel restaurants.0
