Royal Mail fail to deliver

I have had a parcel returned to me stating refused delivery. I used Royal Mail tracked 48 service at a cost of £11.
The buyer stated there was no attempt to deliver and no calling card left.
I contacted Royal Mail who apologised and agreed to send me a cheque for reimbursement of £11. Although the customer service guy was pretty rude on the phone.
I have today received a letter stating they are not going to reimburse as the manager at the delivery office states that the parcel was incorrectly addressed. It was to a flat within a block and they state there was no flat number on the parcel.
The address was in fact correct - the flat number was correct and I still have the packaging and so can prove this.
I have taken photos of everything and have all the evidence. I have emailed Royal Mail yet again but does anyone know what my rights are here?

The label was well taped over and has the royal mail stickers and stamps over the top. Clearly not staged which is clear even from photo.0 -
Why have you ruled out the buyer telling poppies to get a refund???0

In the absence of Royal Mail producing a photo I believe the OP
I will charitably assume that the manager is not making up fairy stories to avoid him and his staff being investigated because they failed to deliver0 -

After a further email I received a response still refusing to reimburse me. I escalated the case higher and now at last have been issued with refund!0
