Mortgage broker - submitted application w/o permission - should I change?

So i am buying via right to buy and was working through with a mortgage broker. I told them to hold off from sending my application as we had to sort a few things from our end. The broker was still waiting for more details from us such as previous last names etc. which I did not provide.
I then get a text from the bank that the application was submitted! I immediately told the broker to remove out which they eventually did a few days after (in the meantime the banks surveyor called to arrange a viewing). They now confirmed it has been withdrawn.
Now I am ready to go back with the mortgage and I am not sure if I should go with this broker anymore. The reason I am leaning towards staying is because theyve already dealt with the bank? If a new application gets submitted by simply a different broker I don't know if this will flag anything on the banks end? I obviously don't trust this broker anymore but I am not sure what to do.

Unlikely to flag anything that can't be explained away easily enough.
What explanation did the broker give for submitting the application?0 -
It is not the end of the world if you go to another broker.

Thanks - just not sure as the communication with this broker has been poor already and have had to chase numerous times and them submitting without my permission has got me rethinking.It is not the end of the world if you go to another broker.
