UK Parking Patrol Office PCN

Hi all,
The keeper received a PCN in the post (no windscreen PCN prior), so is it correct to say that this is in effect the NtK? (It says Parking Charge Notice as the heading). Please advise if this is incorrect.
I know the first stage is to make an appeal to UK Parking Patrol Office (UKPPO) using the template in newbies thread, but I've noticed that nowhere on the postal PCN does it say "POFA 2012", although it does say they "have the right to recover the parking charge amount that remains unpaid from the keeper of the vehicle". Do they explicitly have to mention "POFA 2012" wording in the postal PCN? This will be the first time fighting a PCN from an IPC PPC - just curious to know if they are any more difficult to fight compared to a BPA PPC?
I guess whilst I'm here, I may as well ask are UKPPO litigious and go to court in the case of unpaid PCN's?

its correct, the first postal Notice with a Keepers details on in is the NTK
POFA is not mandatory so no they do not have to follow POFA
yes they are and yes they do
there is no worthwhile second stage appeal with an IPC member, unlike POLA with a BPA member
its appeal once , then ignore, fight them in court0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
