Machines not working-UKPC LTD

Hi, I’ve been through the newbies thread and found the template, but I wanted to check it applies to our situation.
The driver parked to go to the cinema. Two machines, neither working. She didn’t have her phone so couldn’t either pay by phone or take a photo of the non working machine.
Came back to a ticket from UKPC Ltd, £60 fine if paid in 14 days.
Do we start off with the template or do something else.

You start by editing your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.

Then, send the appeal template in blue from the NEWBIES, unaltered, from The Keeper.
Then read up on what to do if/when the appeal is rejected. Get pics of the site and signage in the same light conditions ready for PoPLA.
What happened when the keeper complained to the landowner?I married my cousin. I had to...I don't have a sister.

Complain to the cinema, see what they can do. I expect you won't be the only one in the same boat that day/evening.
Don't miss the UKPC 28-day deadline for your initial appeal, but work on the cinema initially. If no joy, get your appeal in to UKPC.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Haven’t complained to cinema yet, cinema is only one part of a small block with some other restaurants. No idea who landowner is... not sure how to find out..0 -
Google it
Ask those businesses who the landowner is
Contact the local council and see who pays the non domestic business rates
Search the forum using the search box
Or pay the land registry a small fee to find out0 -

Call the council, ask which organisation pays the non-domestic rates there. Also try the Valuation Office website, that often carries landowner info. Is there a sign at the entrance to the site with all the outlets listed on it? Often the managing agent will be listed at the bottom. Call them.

Nobody here can answer that question because we don't know who it is or what is in their contract with the scammers, assuming a valid contract actually exists.

So UKPC have replied to the Keeper asking for the full name and address of the Driver, to assist in them making their decision.
I am guessing we ignore this and wait for their final decision and POPLA code and then continue from there..0 -
No need to guess, it is in the NEWBIE sticky but, yes, you are under no obligation to tell them - unless you don't like the driver!0

to compensate them for the alleged harm they suffered when you did what you did. We call it a scam. Pay them not a penny unless a judge so orders it.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
