Economy 7 Meter Wrong

I've recently discovered that the time on my economy 7 meter is set wrong. It's 4 hours behind, so when my storage heater unit comes on at 12pm until 7am it's actually using the standard rate for 4 hours, not the cheaper one. It does mean that I have cheaper electric until 11am on a morning. However I leave for work at 7am. I use very little electric, shower, light on that's it. I do my washing on what I thought was on the cheap rate.
I don't know how long this has gone on for but national grid put a new meter in and cabling a few years back, and we often get power cuts too.
My problem is who do I contact about this? I've lived in my house 5 years. I was with Scottish Power, then Economy Energy who have since gone bust, I was changed to Ovo by oftstead, with them for 11 months and changed to Bulb a few weeks ago.
I have read you should contact your current supplier but I've not had a bill and it will be the other companies that I have over paid not Bulb.

You seem to have an unusual set up, storage heaters are usually on a separate circuit that's switched by the meter. If you have your own separate timeswitch for the heaters, the delayed start would be to your advantage: you could just adjust the times to follow the meter so you'd have more heat available in the evening.0

Where did you read you should contact your supplier? Internet by any chance? If so, that is evidence that you should not believe everything you read on the internet.
You simply need to contact someone who is competent enough to adjust the timers that control when your NSHs come on.
Most people don't usually need to worry about this as they have their NSHs on a circuit that only comes live when the low rate is in operation, but obviously you have a different set up.
Edit: Oh, and please don't go parking on other peoples land without expecting to pay the agreed fees :cool:0 -

If it is the time switch associated with the meter they are sealed and only a representative of the supplier can break that seal adjust the time switch and reseal it. Anyone else could be accused of meter tampering.0 -

the E7 setup, as I remember it was that the whole house, switched to the cheap rate depending on time switch setting, even if time switch was 4 hours out.
Now, what seems to be the problem, is that OP was using appliances when she thought she was on cheap rate.
As Op seems to know the switchover times, then I would say the error is to her advantage, as heaters will be warmer at night, and better for her use of washing machine, tumbler dryer.
Though, as OP feels she may deserve a revised bill, it might work out eventually to her dismay.0 -

Most E7 storage heater installations are on a circuit controlled by the time switch
associated with the meter. They are therefore only live at the off peak times.
If the storage heaters are plugged into the normal power circuits then a simple timer is used that anyone can change. This type of installation may overload the power circuits if there is more than one heater in use.0 -
