    looks like it's for wheelchairs and pushchairs crossing the road at the junction
    To cater for pedestrians with limited mobility, buggies, mobility scooters .....


    In my part of the world, dropped kerbs for that sort of purpose have tactile surfaces so that those with limited sight also benefit.

    The Highway Code would advise you not to cross on a bend, depends what is on the other side of the road.

    It probably will be by the time when the council adopts the roads and footpaths - at the moment it looks like the roads and footpaths have not got their final top layer.

    I'd guess the dropped kerb is from whatever used to occupy the space.

    For what's happening I'd find it on the planning website and go through all the documents as there should be drawings and landscaping plans in there.

    Appreciate I can't really see the levels well, but it looks like there might be a small c0ck-up on the drainage front there!
