In my part of the world, dropped kerbs for that sort of purpose have tactile surfaces so that those with limited sight also benefit.0 -

It probably will be by the time when the council adopts the roads and footpaths - at the moment it looks like the roads and footpaths have not got their final top layer.Never pay on an estimated bill. Always read and understand your bill0 -
I'd guess the dropped kerb is from whatever used to occupy the space.
For what's happening I'd find it on the planning website and go through all the documents as there should be drawings and landscaping plans in there.0 -
