The first time they did it I called the skip company and they refused to move it without the builders permission. Tried to phone the builders number and never got an answer after multiple attempts. Tried to knock on door multiple times when van was outside but no answer.0

Or... fill the skip but don't phone for a removal and train a camera onto the spot.
That way, the builders will turn up expecting to be able to start work only to find that the skip is full and they either have to waste working time waiting for an exchange or pile debris outside the skip; i.e. on the road or pavements.
Then you may be able to report them to the local council for fly tipping using the camera footage as supporting evidence.
What if the builder has evidence the OP has filled the skip and reports them for fly tipping?0 -

How would that possibly be fly tipping if it's on land that he owns though?
Hmm, would he have a case for a complaint on the grounds of tresspass, or any damage caused to the surface the skip is on?0 -
What would happen if someone parked a car, where the skip is? What would you do if they refused to move it? It is the same thing as far as I can see. You probably need to get a solicitor involved if you want to get them to remove the skip.
Note there are probably conditions on what you can and cannot do with the parking space and maybe easements for the public over it as well. For instance it is unlikely that you would be able to build a wall round the space and treat it as an extension to your back yard/garden.0 -

Marc is correct.
If you deposit household waste from a domestic property elsewhere on that property then it's not flytipping.
In reality, it wouldn't be any different to cutting your grass and dumping the cuttings at the end of your garden.0 -
Use the wonderful opportunity to dump some of unwanted rubbish from your house - especially unwanted concrete bricks and soil from the garden . Council dumps may be far away, and most don't take concrete and bricks . Such moments are rare - you will live to regret not utilising this wonderful opportunity! Builders don't often need many skips unless it's a major refurb.0

If it's empty round up a few mates and drag it somewhere inconvenient.0
