I was told to go to town on what happened in those 10 minutes. And to split it between before and after the parking time. I'll let you know the outcome.0

Thank you ALL for your valuable advice and support. On the back of this I am now going to write to my MP and the Mayor to officially complain about this parking company who have been proven to operate outside of the BPA COP. There is a bigger injustice here.

The appellant states that they were aware of the signs and purchased a ticket for 4 hours and remained for this time. The say that the PCN does not specify the reason for issue and does not mention the ticket purchased. They say they exited in the correct grace period time. They say that the signs do not indicate that the time is taken from entry to exit and that the signs are not sufficient. The appellant has provided additional evidence for the appeal.

The appellant has identified as the driver; as such, I will be considering their liability for the PCN as the driver. The operator has provided photographic evidence of the signage. The operator has provided Automatic Number Plate Recognition (ANPR) images of the vehicle, entering the car park at 12:30, and leaving at 16:41. They have remained in the car park for 4 hours 10 minutes. While I appreciate the evidence provided by the operator, they have not shown that the appellant has remained in the car park for an unreasonable period of time. The operator has shown that the appellant has purchased a ticket for 4 hours and has remained for 4 hours 10 minutes. I am satisfied that the appellant has purchased the ticket and has left within a reasonable period of time. As such, I conclude that the PCN has not been issued correctly. Accordingly, I must allow this appeal. I acknowledge that the appellant has raised further grounds of appeal; however, as I have allowed the appeal, it is not necessary to respond further.0 -

On thing is for sure; if you don't complain and ask for change nothing will happen. Let's hope at least some of the people to whom you have written actually do something. Update: POPLA are useless and so are the BPA... Although POPLA did seem frustrated that it's such an "unregulated industry". I hope to raise some questions with my MP, the Mayor and also Sir Greg Knight who has spoken out about these companies in the past. I'll keep you guys posted.1
