IPC code and increasing a parking charge by up to £60

The IPC code under "Obligations for the motorist" (the code actually imposes no obligations and the obligations listed are apparently intended to be descriptive of real legal obligations that already exist) states at 7.2.1 that "If the charge remains unpaid after 28 days, it may increase by up to a further £60."
Does anyone know what authority they might be seeking to rely on here?

They are using their own made up lies (yes, I say that because it is NOT TRUE that they 'can' add it) and their own CoP to support it.
There are two statute laws and one binding case law that say they are wrong, and DJ Grand at Southampton agreed on 11th November (seee CEC16's thread).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They can try to add to it, but it is a sum they know is not owed to them.0

Look, the IPC CoP is a scam, written by scammers for scammers
Gladstones being the culprit.
"Obligations for the motorist" ??? TOTAL RUBBISH, how can the motorist even know about the CoP ??
The CoP has nothing to do with motorist, it's not a law, it's not a contract, it is a NOTHING to the motorist. It has been written by scammers to extort more money.
The IPC are enticing the PPC to break the law of POFA2012. Then the PPC wonders why they are kicked out of court ?0
