Importing pet cats into the UK

Trying to help a relative of mine.
The person is Russian, and looking to soon apply for a spouse visa into the UK. This aspect is already in hand.
She has 3 cats in Russia, which she will need to import into the UK. I'm aware there are various regulatory requirements, rabies jabs, vet certificates, etc. But what I'm completely confused with is the costs involved of actually getting these kittys into the UK, it seems to be a minefield.
If solely air transport, directly into the UK, that seems to be a fearsomely expensive route, with all sorts of fees. But I hear there are other much less expensive possibilities, such as flying into Europe close to one of the channel or North Sea ports, and then travelling by ferry or Euro Tunnel into the UK.
This person also has two axolotls (exotic amphibians), but guessing it would be much more complicated and costly to bring these into the UK.
Does anyone know anything about this please?
