Student Bank Account Refusal

My daughter, who I was 18 at end of August has applied for a student bank account and has been declined.
The normal leaflet was sent re credit reference agencies, but she has never had credit, I assumed student bank accounts would allow for a zero credit history?

They also look at other things like being on the electoral role.

Has she really not had any bank account? Most kids seems to start with a basic account from about 14.

She has a Halifax bank account, so I have told her to open one there, she is on 5he electoral role at home, which is where she provided proof of address.
