Parking Fine - Appeal?

Hi,
My partner got a parking fine today in Harrow for parking in a permit holder only space. However, as he was working at the property, he parked up and went inside to get the permit from the customer. When he came out, the officer was writing him a ticket and didn't care that he now had a permit in his hand. :mad: The ticket says he was parked there for five minutes (the customer was an old lady so took her time sorting the permit!!) making the ticket of £110 seem ridiculous! There is a 50% reduction in the fine if it is paid within 14 days however if we appeal, we will have to pay the full value if it is rejected.
Do you think we have grounds to appeal? Its not like he had just ignored the restrictions! We don't want to appeal if its definitely not going to be accepted!

Which parking company ?? More info required

If it's council then your best bet is to head on over to the Pepipoo website - they're the experts at helping sort out genuine council tickets.0
