It sounds as if
* you are granting (or have granted?) an AST to your friend, who is the tenant
* the council is simply paying the deposit for her. See my post 4 above and read the Housing Act.
* Other than the deposit coming from the council, makng them the 'relevant person', you do everything else as a normal AST.
* if you've not yet drafted/signed an AST with your tenant, do so.

IF you were granting a commercial tenancy to the council, and they were subletting to a council tenant (your friend) then the council would be your friend's landlord, not you.

What training have you done in landlord/tenant law? I merely ask as when I started I thought I knew what I was doing, turned out I didn't, made expensive painful long-drawn out mistakes, resolved to start learning.

Please make sure you tick all the boxes
1 register the deposit within 30 days with one of the 3 deposit companies.
2 Make sure you serve the deposit information and prescibed information to the tenant and interested parties IE the council as they paid the deposit.
3 Have you provided a EPC which has been done within the last 10 years maybe a New one ( costs about £35/40)
4 Gas Safe Certificate
5 EICR ( electric inspection and certificate)
6 PAT testing on an electrical appliances you supply
7 Legionella Checks
8 Fire Risk Assessment for the property

1. no it isn't a tenancy agreement, it's a landlord's bond agreement for the deposit and it outlines the tenant's name and my name, start date and monthly rental amount and date.

If it helps, this is what happened to me years ago. I was in emergency housing with no deposit. The council paid the amount of the deposit direct to the LL. But it was a deposit and had to be protected. I made a separate loan agreement with the council to repay the monies they paid the LL.
All the council did was confirm the LL would rent the property to me. They did do a cursory inspection of the property, presumably to make sure it existed and had four walls and a roof. They missed quite a few things that were wrong with the property. But other councils may be more thorough.
When councils were allowed to look at private rental properties as a way to house those in need categories, rather than just social housing, this type of arrangement became more the norm.
You probably need more clarification from the council though. I would ring housing, if you cant speak to the named housing officer, ask to speak to their manager to clarify the situation.0
