What is the spec of existing laptop?
Can you upgrade it?
If u after new laptop, I personally won't get anything less than Ryzen 3.
Ryzen 3 laptop is around 280

If that's all he tends to use it for then I would be inclined to consider a Chromebook rather than a Windows 10 laptop.
There are plenty in the price range you mention, they are easy to use and you don't get all the hassle of the endless updates.0 -

Edit: look for a refurbished in the price range

You go down the chrome book route, and facebook and eBay, plus web bits are all they are really good for. You get a 'Final software update' message and then the updates stop, a bit like running xp today, but with limited use, possibly not an issue?
You are going to get a better value from a laptop. I would personally as mentioned above choose either a Ryzen 3, or intel i?-8??? (intel 8th gen like i5-8250U) that sell for approx £170-ish upwards, but you could get cheaper from a private seller too.0 -

I have a laptop that is nearly 10 years old and it runs Win 10 and Linux in a dual boot scenario
From that linkThat wouldn't be a problem if Chromebooks were frequently refreshed. However, some older models, especially budget notebooks like the Samsung Chromebook 3, have been selling as new for years. In fact, Google's documents show that the Chromebook 3, one of our favorite budget Chromebooks, will receive support for only two more years.4.8kWp 12x400W Longhi 9.6 kWh battery Giv-hy 5.0 Inverter, WSW facing Essex .
