I am looking for a phone with a decent camera.
eg one where i can control shutter speed, aperture, zoom lens, slow motion video.
Can anyone suggest something at a reasonable price or am I looking at a fortune?

Think about the thickness of a phone. Now think about how optical zoom works. How do you anticipate this would happen in a smartphone? Aperture control is theoretically possible, but again, you're going to need a mechanical device inside the phone to alter the aperture and the effective focal distance is so small that it's not going to be great.
Some of these things can be simulated in software, but doing them optically inside a smartphone is going to be hard.Proud member of the wokerati, though I don't eat tofu.Home is where my books are.Solar PV 5.2kWp system, SE facing, >1% shading, installed March 2019.Mortgage free July 20230 -

The closest I can recommend you is Xiaomi mi cc9 pro, it has 5 cameras and one with 108 mp, the highest megapixel in a camera of a phone yet. Here are the specs of the phone's cameras.
108 MP (8P lens - 256GB GB model), f/1.7, 25mm (wide), 1/1.33", 0.8µm, PDAF, Laser AF, OIS
12 MP, f/2.0, 50mm (telephoto), 1/2.55", 1.4µm, Dual Pixel PDAF, Laser AF, 2x optical zoom
5 MP (upscaled to 8MP), f/2.0, (telephoto), 1.0µm, PDAF, Laser AF, OIS, 5x optical zoom
20 MP, f/2.2, 13mm (ultrawide), 1/2.8", 1.0µm, Laser AF
2 MP, f/2.4, 1/5", 1.75µm (dedicated macro camera)0 -
MP is not everything though. Years ago I had a 2MP Fuji 2800, Brilliant camera. Purchased a 4MP Polaroid and what a total letdown that was.
The 2MP Fuji was far superior in every way.

this the best low light mobile camera is Huawei P30, but it £200 more. Also it is not bad in the daytime, but really excels at night
It is not a standard sensor but RYYB. Unknowing why not others have not implemented this, I can envisage this could be come the standard camera set up.0 -

Yeah, Huawei P30 is also good which is I think it is the current flagship of Huawei. And the phone also features 50x Hybrid Zoom.0 -
