Yes they do. There are no age restrictions anymore, they got scrapped a few years back.
Ground floor flats and bungalows are classed as "special needs" properties. Basically, anyone with mobility issues who has "special needs" trumps anyone who might have priority higher than them. For example, someone with Band A and no "special needs" will get trumped by someone who is Band E with "special needs" if the property they have bid on is classed as suitable for "special needs".
Our authority classes "special needs" as someone who might have mobility issues.
Like folks have said, it's different everywhere but there is no harm in asking if the OP might be given some priority or a special classification to help them move on.0
