Procedure when involved in an accident?

If someone bumps into me and there's no serious damage or harm to any passengers, are you legally required to call the police? What if the other person doesn't have their insurance documents with them, with info MUST you take from them?
If your car is parked and upon return, you see a dent in the body work or a broken wing mirror, who pays for the damage considering it wasn't your fault?
What if the person who bumps into me drives off and I'm not able to get their number plate? Again who pays for the damage and what happens to your no claims bonus etc?

If there's no damage or harm, exchange details, and hope they don't inform their insurers or decide to make up a personal injury - get on with life. I've had a few of these and worked out okay. Usually taxi drivers bumping into my back side.
If your car is parked and you don't know who hit you - you pay or claim off your insurance. Such is life.
If they drive off, same applies.
Basically, if you are in a no fault incident, you need to establish who is at fault, otherwise you have to pay.0 -

In the others, your insurance will pay if it's comprehensive. But your no-claims will be affected. , unless it's protected.0
