Yes. This panicked phone call was silly, but you know that now!
received a letter from ZZPS which looked quite official and with a new much higher amount of 170.00 owed. The "do not ignore this noticed" got to me and I called to see if I could pay the original fee.
Ignore them unless you get a claim, and getting a claim doesn't mean they have a case and nor does it affect your credit rating as long as you defend.

A claim is highly unlikely in Scotland from CEL, not least due to the uncertainty of Brexit, the independence rumblings and the different laws in Scotland.

And due to this background that made CEL think twice:

Obviously you should have complained to the landowner/retailer. It amazes me that anyone has to be told to do that!

Surely that was the first thing to do - so do it NOW.

The NEWBIES thread shows successes where people have complained to retailers many months after ignoring a fake PCN.

WE KNOW THE RETAILER/LANDOWNER CAN CANCEL THESE WITH ONE EMAIL!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
