PCP end of term options?
Dumb question; at the end of the PCP when the nice man or lady comes and tells you how much any repair work is going to cost, or excess mileage charges that will apply, do you then have the option to pay the balloon payment and buy the car without incurring those costs, or is it too late??

No, the final assessment is done and the bill sent out after the car's been returned.

As AdrianC says, you choose whether to pay the balloon first, and any visit/assessment/repair cost only comes after that - otherwise they don't need to bother.
If you're trying to weigh up what costs you would be looking at, why not ask here. I'll start - any decent scrapes on the wheels? £60 per wheel I think...0
