Single Person discount for a period of time

My partner is going away for 3 months, so is it possible to apply for 25% SPD? We both are the only ones living at this property.

I wouldn't think that a temporary absence of 3 months by one of the occupants of the property would allow the remaining occupant to claim this.
Will your partner be paying council tax elsewhere during the 3 months?0 -

No because their main residence wouldn't be changing for a period they are temporarily away.0 -
This is well settled council tax case law, the single occupancy discount would not be applicable for absence like this.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
