Highlights of the report:-

Firstly, the judge questioned the signage. He said the entry sign was too small and inadequate

After the judgement, the judge said he was really fed up of Trethowans cases wasting court time. He then said to the solicitor "I think I have another case with you at 2pm" and the solicitor nodded glumly.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    The OP there has made an observation about the Trethowans PCN operation scam at that Hospital, that I hadn't thought of in this way before, but he's hit the nail on the head:
    They have a highly unsatisfactory situation where the Trust, as the landowner, notionally apply for the keeper details from the DVLA. However, Trethowans handle all contact - if you try to contact the Trust they refuse and direct you towards Trethowans.

    Effectively Trethowans are acting as a PPC offering self ticketing, but ducking the trade association requirement the DVLA imposes.
