Highview parking charge

Hi, looking for some advice on a parking charge, the company is Highview parking and the parking charge is for an over stay in a Tesco’s carpark. The letter has been sent to the keeper and not the driver of the vehicle and the first letter was never received, keeper moved address and has paid for postal redirecting that has obviously failed. On the day that the notice has been issued the driver of the car was using the store and in store cafe with bank statement receipts to prove this. Should the keeper and driver of the car appeal the ticket, what can be done about the missing first notice in the post? Any advice or template appeal letters would be appreciated. TIA.

The keeper should appeal, without revealing who the driver is/was by using the blue text template appeal to be found in the NEWBIE sticky post # 1. Also complain to Tesco CEO. E-mail is easy to find on this forum.0

The driver should sit on their hands and say and do nothing.
The keeper should complain as already advised to the store manger and CEO. They should also send the appeal to the PPC stating that since this is the first the keeper has heard about it they consider this to be the NTK.
Send the template in blue unaltered from the keeper.
Contact the various candidates who are standing for election to parliament and ask what they intend to do about this unregulated scam. You could suggest that their response could influence who you and your family decide to vote for.
